Mr Dass Appadu, (FCILT)
Chairman

Mr. Dass Appadu is currently the Chairman of the Chartered Institute of Logistics and Transport Mauritius since March 2017.

He is a retired Permanent Secretary and reckons over 46 years service in the Mauritian Civil Service. He has worked in various Ministries/Departments of Government in different capacities. He has been a Director on the Board of the Cargo Handling Corporation Ltd and a Member of the Board of the Mauritius Ports Authority for over 10 years, and as such, he has been a privileged witness to and actively participated in the development of the port sector in Mauritius. Mr Appadu has served as Chairman of the MPA Board on two different occasions.

Mr. Dass Appadu is holder of a Master's Degree (with Honours) in Public Sector Management from the University Of Technology Mauritius; a Diploma in Public Administration and Management from the University of Mauritius; a diploma in journalism from l'Alliance Francaise [AL]; and a Diplome Approfondi de Langue Francaise from AL. He is also a Fellow of the Chartered Institute of Logistics and Transport (UK).

Mr Karan Emerit (FCILT)
Vice Chairman

Mr Karan Emerit holds a Master Degree in Business Administration from Heriot Watt University (UK); a Chartered Degree in Information Systems from the British Computer Society [BCS]; and a Chartered Degree in Logistics and Transport Management from the Chartered Institute of Logistics & Transport (UK). Mr Emerit was elevated to the status of Chartered Fellow of CILT [FCILT] in February 2008. He is furthermore, a Member of the Institute of Leadership and Management (UK), and an Associate Member of the Chartered Association of Project Managers (UK).

Mr Emerit has held a number of managerial positions in parastatal bodies and in the private sector. He has been with CILT for over 25 years and has served in several capacities such as Treasurer, Administrative Secretary, Secretary. He was the Chairman of the Association for a two-year term in 2003-2004. Presently, he is the Vice-Chairman of CILT Mauritius.

Mr Rakesh Koolwant (FCILT)
Member

Mr Rakesh B. KOOLWANT is currently a part-time Lecturer at the University of Technology Mauritius, the Open University of Mauritius and the Polytechnics Mauritius. He has retired after completing 36 years of unwavering and continuous service at Air Mauritius Ltd where his last position was Route Manager in the CEO's Office at Directorate level . He joined the airline as Cabin Crew in 1984, and has walked up the ladder serving the Organisation in different Departments including Outstations. During his assignment in the CEO's Office, and given his cross-functional experience of long standing, Mr Koolwant was a key resource person in putting in place the new business model leading to the transformation of the airline.

Mr KOOLWANT is holder of a Master's degree in Air Transport Management from City University, London, UK, and has been trained by the IATA Academy worldwide. He is also a seasoned Distinguished Toastmaster. He is presently Area Director for Area 4 of Division B of District 74 of Toastmasters International.

Mr Koolwant is a Chartered Fellow of the Chartered Institute of Logistics and Transport [FCILT]. He is currently the Chairman of the Membership Committee of CILT Mauritius.

Mrs Dhanwantee Harnaran (Amrita)
Secretary

Mrs Dhanwantee Harnaran (Amrita) is the Secretary of CILT Mauritius since 2019.

She is presently working as Transport Planner at the National Land Transport Authority (NLTA), operating under the aegis of the Ministry of Land Transport and Light Rail. Mrs Harnaran joined the NLTA in 1987 as Planning Assistant and was subsequently promoted Senior Planning Assistant in 2002. In September 2017, she was appointed Transport Planner and as such,she is responsible, inter alia, for the planning, co-ordination and implementation of projects and policies relating to road transport in line with the goals and objectives of the NLTA.

Mrs Harnaran holds the rank of Chartered Member of the Chartered Institute of Logistics and Transport (UK) since December 1995. She is also a Member of the British Computer Society (MBCS) since May 2004. She was the Chairperson of Women in Logistics and Transport (WiLAT) Mauritius, from 2019 to 2021.

Mr. Rajen Doorganah (CMILT)
Treasurer

Mr. Rajen Doorganah (FCIPS) is currently the Procurement Manager at the Airports of Mauritius Co Ltd.

As such, he is extensively involved in procurement activities on the local and international markets, warehouse management, inbound logistics and supply chain, distribution of materials within the organization, contracts management, scrap management and disposal of assets etc

Rajen has also worked at the Central Electricity Board [CEB] for nearly thirty years. In that regard, he was responsible for major procurement and contract management both locally and overseas including imports and exports, clearing of goods from Customs, negotiation, transportation and distribution of goods and equipment throughout the CEB network, warehousing, export of goods for repair, inventory management etc.

Rajen wields wide experience in procurement matters, international business, logistics and supply chain management, operations and transport management, warehousing facilities management & supplier relationship management.

He is currently dispensing lectures on a part-time basis at the Curtin University, Mauritius Management Association Business School for Chartered Institute of Procurement & Supply, UK, and other local educational institutions.

Rajen is also a Fellow Chartered Member of the Chartered Institute of Purchasing & Supply, UK. He obtained his MBA in Logistics & Supply Chain Management in 2012. Thereafter, Rajen joined the CILTM and in January 2013, he was awarded the Chartered Membership of the Institute.

Mr Mohinish Ramburn Shane (CMILT)
Chairman of the Young Professional and Member

Mr Mohinish Ramburn (Shane) is the Chairperson of the Young Professionals of the Chartered Institute of Logistics and Transport Mauritius. He graduated from the University of Mauritius with a Bachelor degree with honours in Law & Management in 2011. His inquisitiveness pushed him in 2012 to pursue his studies for a Master degree [MSc] in Operations & Logistics Management at the University of Surrey in the UK, and in 2021, he obtained his chartered membership [CILTM] of the CILT.

Mr Ramburn began his career in 2013 as a Project Coordinator at the Mauritius Freeport Development Co Ltd, and was subsequently promoted Logistics Officer in 2014. In view of professional dexterity, strong determination and commitment, he climbed the ladder and became the Junior Manager of Transport and Depot and in 2017, he was promoted Manager of Transport and Depot.

His love for teaching in logistics and supply chain management encouraged and motivated him to embrace a part-time lecturing career in different universities like University of Mauritius, University of Technology & University of Mauritius Trust.

Mr Khadafi Mooradun (MILT)
Assistant Secretary

Mr Khadafi Mooradun is currently working as Acting Superintendent, in the port Operations Department at the Mauritius Ports Authority and has over 19 years of experience in the Port Sector.

Mr Mooradun is holder of the Professional Advanced Diploma [L6] in Logistics and Transport of the CILT(UK). He is also a graduate in Occupational Health and Safety.

Mr Mooradun is a member of the Managing Committee of CILT Mauritius since January 2019. He is presently the Assistant Secretary of the Association.

Mr Symst Laval James Symst FURCY (MILT)
Assistant Treasurer

Mr Symst Laval James Symst Furcy Is currently employed as Facilities Co-ordinator at Air Mauritius Ltd. He joined the company on 31 July 1989 as Transport Officer. He has however worked in the private sector for a long period of time. He started his career in 1987 at Rogers Group as Trainee Deck Cadet. He then moved on to Mautourco as Operations and Transport Planning Officer from July 1989 to October 2006. Between November 2006 and September 2009, he served as Chief Officer Administration, Transport Services at Air Mauritius Ltd.

Mr Furcy holds a Bachelor degree with honours in HRM, from UTM, [2008]; a Diploma in HRM, from UTM, [2006]; a Certified Passenger Professional (CPP) Certificate; and the chartered membership [CILTM] of CILT.

Mr. Shyam Bheenick (CMILT)
Administrative Secretary

Mr. Shyam S. Bheenick is presently a tertiary level Lecturer offering his services at UTM (University of Technology Mauritius), OUM (The Open University of Mauritius), UOM (University of Mauritius) and PML (Polytechnics Mauritius). He retired in 2020, after completing 40 years of service at Air Mauritius Ltd. where the last position he occupied was as Revenue Quality Controller in the Revenue Accounting and Control Section of the Finance Department of Air Mauritius Ltd. He has extensive experience in the Air Cargo field.

He is a holder of a pool of IATA and FIATA Diplomas, the DMS (Diploma in Management Studies) from the University of Mauritius and is also a graduate in Marketing from CIM (Chartered Institute of Marketing) – UK and Transport from the then CIT (Chartered Institute of Transport) - UK.. He also holds an MBA from IGNOU - Delhi University with specialization in Marketing.

He is a Chartered Member (CMILT) of the Chartered Institute of Logistics and Transport and he is presently serving as Administrative Secretary of the Managing Committee of CILT- Mauritius Section.
